Since Moffitt’s statutory creation by the Florida Legislature in 1981, Government Relations has played a critical role in the growth and success of Moffitt Cancer Center. 

Our team advocates for increased funding for research and education and supports policies to help end the burden of cancer and improve patient outcomes. Our team has spearheaded several successful advocacy campaigns, including the annual Moffitt Day event at the Florida State Capitol. While our efforts are focused on sustaining the robustness of Moffitt Cancer Center, the outcome leads to a healthier Florida.  

Our Team:

Jamie Wilson, DBA

Jamie WilsonJamie Wilson, DBA, serves as Vice President of Government Relations for Moffitt Cancer Center. His responsibilities include both state and federal government relations.

A founding member of Liberty Partners of Florida, LLC, a governmental and political consulting company located in Tallahassee, Fla., Dr. Wilson spent seven years specializing in business representation before state government, as well as client issues in many Florida cities and Washington, D.C. He previously served as Vice President at Dutko Poole McKinley, a Tallahassee firm he joined shortly after the inauguration of President George W. Bush in 2001.

During the 2000 election cycle, Dr. Wilson served as the Executive Director of the Republican Party of Florida, one of the largest state party organizations in the country. He was responsible for the strategic vision and the day-to-day operations of the party.

Prior to his work with the Republican Party of Florida, he spent 11 years as a top aide to former United States Senator Connie Mack, R-Florida.

Dr. Wilson received a Doctor of Business Administration from the University of South Florida, a Master of Science from Florida State University and a Bachelor of Arts from the University of Florida.  


Ellen Navarro Anderson 

Ellen Navarro Anderson

Ellen Navarro Anderson is the State Legislative Affairs Director at Moffitt Cancer Center, where she leads strategic advocacy efforts to influence health policy and secure critical funding. Her work has helped deliver key appropriations for initiatives like Math Oncology and Digital Pathology, as well as increased supplemental payments for Moffitt.

With nearly two decades in health policy, Ellen began her career in the Florida Legislature, advancing reforms in Medicaid Managed Care and human services. She later led state advocacy at the Florida Hospital Association, driving major payment policy shifts, and built a statewide government relations program for Community Health Systems' 28 Florida hospitals, focused on expanding access to care.

A passionate advocate, Ellen volunteers on multiple boards to elevate healthcare policy conversations and trains Junior League members statewide on legislative issues affecting women, children and families.

Ellen holds a Bachelor's in Political Science and Latin American Studies from Florida Atlantic University and is completing a Master’s in Clinical Social Work at Florida State University.


Jake Jackson

Jake Jackson

Jake Jackson is a native of the Washington, D.C. area, having been born and raised in Northern Virginia. He graduated summa cum laude from the University of Mary Washington in Fredericksburg, Virginia, with a degree in political science. Before joining the Moffitt Cancer Center, Jake was Senior Director of Public Affairs for KPM Group DC, a public affairs firm representing biotechnology and pharmaceutical companies at various development phases before Congress, the executive branch and state governments. He has extensive experience working with agencies such as the Food and Drug Administration, the National Institutes of Health, the Centers for Medicare and Medicaid Services, the Department of Defense and the Department of Defense, among others.

Jake also previously served as a Government Affairs Manager for the National Board for Certified Counselors (NBCC), the national credentialing body for mental health counselors in the United States. At both NBCC and KPM Group DC, he led the effort to pass the Mental Health Access Improvement Act as part of the Consolidated Appropriations Act of 2023. This legislation made mental health counselors and marriage and family therapists eligible providers of psychotherapy services in Medicare. He has also been successful in securing additional funds for priority programs at the Department of Health and Human Services and its subagencies.


Bobbie McKee, Ph.D.

Bobbie McKee

Bobbie McKee, Ph.D., Research Advocacy and Public Policy Director, has a diverse portfolio of responsibilities at Moffitt Cancer Center. Dr. McKee serves as the administrator for the Cancer Control and Research Advisory Council (CCRAB), established by the Florida Legislature as an advisory board responsible for creating and updating Florida’s cancer plan. CCRAB’s responsibilities include creation and approval of a program for cancer control and research known as the "Florida Cancer Control and Research Plan," and an annual report to the Governor and the Legislature.

Dr. McKee also administers the institution’s grassroots coalition, Speak Out for Moffitt, an advocacy group of patients, survivors, family members and supporters who engage in advocacy with elected officials at all levels of government. 

With her significant experience and knowledge of governmental processes, Dr. McKee serves as the Government Relations Department liaison between Moffitt’s research enterprise and state and federal agencies regarding research initiatives. 

Prior to her role at Moffitt, Dr. McKee served in advocacy and public policy at the American Cancer Society from 2005 to 2015. During that time, she conducted policy research and directed grassroots volunteer involvement in federal and state legislative campaigns. She also advocated for cancer research funding, access to cancer screening and treatment, tobacco control and palliative care. She also spent several years working on projects related to population health management as a Research Associate in the College of Health and Public Affairs at the University of Central Florida.

Dr. McKee earned a Bachelor of Arts degree in American Studies from Youngstown State University, a Master's of Public Administration from the University of South Florida, and a Doctorate in Public Affairs from the University of Central Florida.


Brooke Murray

Brooke Murray

Brooke Murray is the Legislative Affairs Coordinator at Moffitt Cancer Center, where she plays a key role in supporting the center's state government relations and advocacy efforts. She works closely with Moffitt’s Government Relations team to organize legislative outreach, coordinate visits with elected officials, track and analyze policy developments, and develop strategic materials that promote Moffitt’s priorities in cancer research, care and prevention.

Murray began her career in Florida's capital, gaining hands-on experience in the state's political and communications landscape. She previously worked at a Tallahassee-based public relations firm, where she supported clients in the health care and agriculture sectors through media outreach, messaging strategy and policy communications. Prior to that, she interned with a leading Florida lobbying firm, where she aided lobbyists in areas such as appropriations, education and local government, while developing legislative tracking reports, coordinating stakeholder meetings and representing the firm at the Capitol.

Murray earned her bachelor's degree in media and communication studies from Florida State University in 2023. She is committed to building meaningful relationships and advancing policy solutions that improve communities across Florida. She is proud to support Moffitt's mission to be a national leader in cancer care and innovation.
